A one-time password creating device creates a one-time password and performs safe authentication without using any time-dependent value creator needing for regular time synchronization even if the one-time password creating device is not connected to an authenticating device.. In the one-time password creating device (101), a password input section (103) receives the input by a user, a random number generating section (107) generates the hash value of a random number stored in a storage section (104), and a password creating section (106) creates first and second one-time passwords by using the inputted value and the hash value. These one-time passwords are inputted through a terminal input section (110) of a terminal (109) and transmitted to a server (113). In the server (113), an input value restoring section (114) restores the input value from the one-time passwords, and an authentication judging section (115) judges if the authentication has resulted in success or not.
