Abstract:
The purpose of the present invention is to realize a feature with which it is possible to detect gathering of people elsewhere than in specified locations. The present invention comprises: a position information acquisition unit (112) that acquires position information of a moving body (150); a moving-body outside information acquisition unit (111) that acquires information about the area outside the moving body (150); and a people-gathering information calculation unit (113) that calculates people-gathering information indicating the gathering of people by referring to the position information of the moving body (150) acquired by the position information acquisition unit (112), and the information about the area outside the moving body (150) acquired by the moving-body outside information acquisition unit (111).
