Abstract:
Provided are a person detection device and the like which are capable of accurately detecting a person present in a restricted area. A person detection device (2) is provided with: a three-dimensional model generation means (21) which generates a three-dimensional model of a restricted area located in an area where water is discharged from a dam and in the surrounding area, on the basis of reflected light resulting from illumination of the restricted area with laser light; and a person detection means (22) which detects a person in the restricted area using the three-dimensional model.
