The present invention comprises: an index value calculation unit (41) which calculates an index, which is obtained by making the degree of each evaluation item a numerical value with respect to a plurality of the evaluation items that evaluate any one among each state of a plurality of users, a communication state between the users, and a workload state of each of the users; a teamwork evaluation unit (43) which evaluates teamwork on the basis of the evaluation items; an assistance content determination unit (51) which selects subjects to be assisted including team members on the basis of the evaluation result for the teamwork, and determines assistance content according to the selected subjects to be assisted; and a presentation information generation unit (53) which generates presentation information for presenting the determined assistance content for output devices (54) respectively corresponding to the selected subjects to be assisted, wherein the teamwork evaluation unit (43) is made to evaluate the teamwork by using an evaluation logic (L4) that is composed of connections of logical expressions that compare a threshold set for each of the plurality of evaluation items with the calculated index value.
