Provided is a plant operation condition setting assistance system 1 for assisting with setting of operating conditions of a plant in which a process configured by a plurality of devices is executed, said system comprising: a plurality of control devices 20 for respective feedback controlling of devices to be controlled 10; and an operation condition setting assistance device 30 for comprehensively assisting with the setting of the plurality of control devices 20 which respectively independently carry out the plurality of feedback controls. The operation condition setting assistance device 30 comprises: a multiple measurement value acquisition part for acquiring a plurality of measurement values indicating the states of a plurality of the devices to be controlled 10 to be controlled respectively by the plurality of control devices 20; and a control device adjustment parameter determination part for, by a policy obtained by deep reinforcement learning, determining, on the basis of the plurality of measurement values acquired by the multiple measurement value acquisition part, a plurality of control device adjustment parameters for use in determining control operation quantities for each of the plurality of control devices 20 to input into the plurality of devices to be controlled 10.
