A plasma air-blower (100) comprises: a fan (110) that generates an airflow by rotating; a motor that causes the fan (110) to rotate; a rotating electrode (130) that, via the motor, rotates with the fan (110); a fixed electrode (140) which the rotating rotating electrode (130) cyclically approaches; and a power source that applies DC voltage between the rotating electrode (130) and the fixed electrode (140).
