Abstract:
When securing power reserves to contribute to stable operation of an electric power system, the present invention creates a power reserve plan in which a power reserve incentive value is maximized relative to a power generation opportunity loss value, and performs control to follow the created power reserve plan. The power generation facility operation device according to the present invention is employed by an electric power producer for supplying power to a transmission grid, and is equipped with: a power generation opportunity loss value calculation means which, when the power generated from the power generation facilities owned by the electric power producer is to be reduced to secure power reserves available to an electric power supplier as requested, calculates a power generation opportunity loss value, which is a loss value resulting from losing the power generation opportunity; a power reserve incentive value calculation means which calculates a power reserve incentive value, which is a value corresponding to the incentive obtained by the electric power producer from the electric power supplier when the output power of the power generation facilities owned by the electric power producer is reduced to secure power reserves available to the electric power supplier; and a power reserve plan calculation means which calculates a power reserve plan that the power generation facilities of the electric power producer should follow in order to keep the power generation opportunity loss value below the power reserve incentive value.
