A vector candidate derivation unit (3033) and/or a merge candidate derivation unit (30361) refers to motion vectors at a plurality of control points including two points having a longer interval than the one side and derives the motion vector of each of a plurality of sub-blocks included in a block to be decoded, and a prediction image generation unit (308) refers to the motion vector of each of the sub-blocks to thereby generate a prediction image.
