Provided are a pretreatment liquid with which adherence of an image to an impermeable base material can be improved and streak unevenness in an image can be minimized, and an application of the pretreatment liquid. The pretreatment liquid is used to pretreat the impermeable base material before an image is recorded on the impermeable base material, and the pretreatment liquid includes a resin and an aqueous medium. The resin includes at least one unit selected from the group consisting of a structural unit (1), a structural unit (2), and a structural unit (3), the glass transition temperature of the resin being -40°C or greater and less than 100°C, and the content of alkyl(meth)acrylate units having C2 or greater chained alkyl groups in the resin being 5% or less by mass. In the formula, R2 represents a hydrogen atom or a C1-4 alkyl group, A2 presents -NH- or -N(L4-Y4-, L2 and L4 represent bivalent groups or single bonds, L3 represents a bivalent group, Y2 and Y4 represent a monovalent group such as an alkyl group, and Y3 represents a monovalent group such as -OH.
