This quality management device comprises: an information collection unit that collects work information of a plurality of workers engaged in software development; a model creation unit that creates, on the basis of the work information of the plurality of workers, a base model serving as a base for evaluating work quality; and an evaluation unit that evaluates work quality of a given worker on the basis of the base model and a model based on the work information of the worker.
