A quality-of-service management system (10) comprises quality-of-service management devices (51, 52) that belong to a communication network and that manage at least one relay device (31, 32), control traffic processing devices (41, 42) for processing control traffic for providing media content to user terminals (21, 22) via the communication network, and a service providing device (60) for providing media content, wherein the control traffic processing device comprises the following: a reception means for receiving a service request that is from a user terminal and that relates to media content; an information adding means for generating, on the basis of a service request received by the reception means, a service request to which device identification information has been added, for specifying quality-of-service management devices that belong to the same communication network; and a sending means for sending the service request to which device identification information has been added to the service providing device.
