The present invention reduces the transmission overhead of a reference signal and/or the transmission overhead of feedback information in a radio communication system based on a 3D-MIMO scheme. This radio communication system includes a radio base station having a plurality of two-dimensionally arranged antenna elements, and a user device for performing radio communication with the radio base station. The radio base station transmits a reference signal for measuring a propagation path in a plurality of different configurations by using some or all of the plurality of antenna elements, and the user device feeds back, to the radio base station, information about any or all of horizontal-direction, vertical-direction, and inter-polarization propagation paths on the basis of the reference signal.
