A remaining battery estimation device (50) estimates the remaining capacity of a secondary battery (41) on the basis of a charging parameter correlated with a charging time of the secondary battery and the rate of change in the voltage of the secondary battery with respect to the charging parameter. The remaining battery estimation device comprises a determination unit (52) for determining satisfaction of a prescribed condition that the amount of change in the charging parameter from the start of charging of the secondary battery to the time that the rate of change in the voltage attains a maximum value is equal to or less than a prescribed amount of change, and an estimation unit (53) for estimating, as the remaining capacity of the secondary battery, a remaining capacity that corresponds to a value between two minimum values attained by the rate of change in the voltage during charging of the secondary battery when it is determined by the determination unit that the prescribed condition is satisfied.
