Requirements relating to resource usage in a physical network are divided into divisional conditions for each segment, resource allocation is calculated for each segment, said resource allocation satisfying a divisional condition for the segment according to a policy applied to the segment, the results of resource allocation are integrated to calculate a plurality of solution candidates for resource allocation satisfying the requirements for the physical network, a first evaluation value is calculated for each segment and for each solution candidate, said first evaluation value indicating the degree of adaptation of resource allocation by the solution candidate in the segment to a policy applied to the segment, a second evaluation value is calculated by weighting the first evaluation value calculated for each segment and for each solution candidate according to the importance of the policy applied to the segment and making the value into a scalar, and a solution candidate is selected on the basis of comparison among the second evaluation values for respective solution candidates, so that resource allocation in consideration of the importance of policies different among the segments of the network can be achieved.
