C, which is the {411}<011> orientation intensity of the base steel sheet of the non-oriented electrical steel sheet included in the stator, is 2-50, D, which is the {411}<011> orientation intensity of the base steel sheet of the non-oriented electrical steel sheet included in the rotor, is 1-40, and C and D satisfy a relationship of C/D>1.0.
