The present invention relates to a snow melting carpet for preventing freezing. The snow melting carpet includes: a fixed pad (10) seated on a floor or a ceiling; a waterproof pad (20) seated on the top surface of the fixed pad (10); a carbon heat generating sheet (30) disposed inside the waterproof pad (20); a waterproof cable (40) supplying power to the carbon heat generating sheet (30); and a controller (50) disposed on one side of the fixed pad (10). A moisture blocking pad for blocking moisture may be seated on the top surface of the snow melting carpet to completely block moisture or humidity. Also, since the carbon heat generating part which is used as an adhesive for closely attaching the moisture blocking pad to the fixed pad is provided, the snow melting carpet may be safely used even when physical impacts are applied. In addition, the carbon heat generating part through which heat is diffused may be provided to reduce energy consumption. The snow melting carpet may be connected to a waterproof connector capable of blocking water or moisture so that the snow melting carpet can be used regardless of location. Also, a plurality of LEDs connected to the waterproof cable may be arranged to show the location of the carpet.
