According to the present invention, an update process is reliably performed on software executed by an information processing device, such as an edge server in an IoT system, which is provided with limited information processing resources, without shutting down the information processing device. The software update control device 60 according to the present invention is provided with: a first execution control unit 61 which creates, in a second information processing system 80, an operating environment including updated software; a verification unit 62 which verifies operation performed in the operating environment including the updated software; a transfer control unit 63 which transfers an operating environment including the original version of the updated software from a first information processing system 70 to the second information processing system 80; a second execution control unit 64 which causes the second information processing system 80 to execute the updated software; and a switching unit 65 which switches the information to be processed by the second information processing system 80 from information obtained by executing the original software to information obtained by executing the updated software.
