Provided is a solar panel for which work at the installation site can be simplified. Also provided is a method for manufacturing a solar power generation device using this solar panel. The solar panel is equipped with: multiple power generation units, each of which includes multiple power generation elements that generate power in accordance with the amount of received light, and each of which has a light-receiving surface; and a connecting unit connecting the power generation units. The power generation units are connected so as to be capable of rotating with the connecting unit as the axis of rotation. By rotating each of the power generation units, each power generation unit can assume a light-receiving positon, wherein each power generation unit is positioned such that the light-receiving surface of each power generation unit faces the same direction, and a folded positon, wherein each power generation unit is positioned such that groups of the light-receiving surfaces of the power generation units are facing each other.
