A submersible pump and a drainage emergency vehicle. The submersible pump comprises a pump body (100) and a cutting assembly (2). The pump body (100) comprises a water intake section (1), an intermediate section (51) and a water output section (6), which are successively arranged in an axial direction. The cutting assembly (2) comprises a fixed cutter disc (21) and a movable cutter (22), wherein the fixed cutter disc (21) is fixedly connected to the water intake section (1) and comprises at least two fixed cutter blades (212) spaced apart from each other in a circumferential direction; and the movable cutter (22) is arranged on an inner side, in an axial direction, of the fixed cutter disc (21) and is rotatably arranged with respect to the pump body (100). In a flow area of the whole pump body, the number of cutters is increased, thereby improving the cutting efficiency, and effectively preventing a band-shaped object from being tangled with an impeller.
