Provided are: a surface-protecting sheet having excellent weather resistance and also having a good property of leaving no adhesive deposit and a low staining property; and a water-dispersed adhesive agent composition for the surface-protecting sheet. The surface-protecting sheet according the present invention comprises an adhesive agent layer and a support base material. The adhesive agent layer is made from a water-dispersed adhesive agent composition comprising an acrylic polymer and a crosslinking agent, wherein the acrylic polymer is produced by the emulsion polymerization of a monomer raw material comprising 50 to 99.9% by weight of a C1-20 alkyl (meth)acrylate and 0.1 to 5% by weight of a monomer containing a carboxyl group. The crosslinking agent comprises at least one crosslinking agent selected from the group consisting of an oxazoline-type crosslinking agent, an isocyanate-type crosslinking agent and an epoxy-type crosslinking agent. The support base material contains 50% by weight or more of a polyolefin resin and additionally contains 5 to 30% by weight of an inorganic powder.
