The present invention relates to a model building method for effectively performing dialogue management in building a chatting dialogue system which enables dialogue with an artificially intelligent agent for free utterance and not for performing a prescribed special purpose or service. The present invention is intended to provide: a new method for decreasing the manual tagging performed by a person (DA annotation, lexical pattern rules, etc.) that is the corpus for training in order to build a typical dialogue management system which is needed; an utterance expression method using Lexico-Syntactic Pattern (LSP) creation specific to a chatting dialogue characteristic; a Named Entity (NE) related tagging method and policy; a method for generating a response by applying a persona representing the persona of a system; and a dialogue management model which may generate proper system utterances in actual dialogue management using the above method.
