A touch display panel, comprising a substrate (100), a thin film transistor layer (200) disposed on the substrate (100), and a light-emitting function layer (300) disposed on the side of the thin film transistor layer (200) distant from the substrate (100). The thin film transistor layer (200) comprises a plurality of thin film transistors (210); the light-emitting function layer (300) comprises a cathode (310); the touch display panel further comprises a first touch electrode (400) lower than the cathode (310); the orthographic projection of the first touch electrode (400) on the substrate (100) is staggered with the orthographic projection of the cathode (310) on the substrate (100). Also provided are a method for manufacturing the touch display panel, and a touch device. In the touch display panel, the orthographic projection of the first touch electrode (400) on the substrate (100) is staggered with the orthographic projection of the cathode (310) on the substrate (100), so as to prevent the cathode (310) from shielding touch signals of the first touch electrode (400).
