[Problem] To arouse motivation for purchase by a user. [Solution] Provided is a transaction management device which has: a request reception unit which receives a transaction request, which includes a transaction request amount indicating an amount of a transaction of local credit, for which an environment usable for a user has been limited, and identification information unique to the user; a storage unit which associates a first balance indicating a balance of a first credit and a second balance indicating a balance of a second credit, for which intended usage has been more constrained than the first credit, with identification information and stores the same; an assessment unit which assesses whether or not a transaction is possible on the basis of the result of comparing the first balance and the second balance corresponding to the identification information with the transaction request amount; and a management unit which, upon an assessment that the transaction is possible by the assessment unit, updates the first balance and the second balance stored by the storage unit on the basis of the transaction request amount.
