The present application relates to a transmission method, a terminal device, and a network device. The transmission method comprises: the terminal device obtains the number of PUCCH repeated transmissions before dedicated PUCCH resource configuration. According to embodiments of the present application, the number of PUCCH repeated transmissions before dedicated PUCCH resource configuration can be obtained, so that the coverage performance of a communication system is improved.
