Abstract:
The present invention provides a communication control method pertaining to control signal management on the basis of whether or not changing of a registration area is involved when a PLMN change is made while congestion management is being applied. When a PLMN change has been made while the backoff timer received together with a reason value of congestion management is active and when the changed PLMN is an equivalent PLMN, a reconnection is carried out on the basis of whether or not there was a change in PDU session reconnection permission information issued as a notifcation from a network and in the registration area. More specifically, when the change of the registration area is involved in the equivalent PLMN to which the PLMN is changed and when the backoff timer for the congestion management concerned is active, a PDU session reconnection is restricted.
