The present invention includes: a first count number calculation step in which each count number for keywords expressing a building state is calculated for a prescribed period in the current year; a keyword extraction step in which an N number of keywords having a high count number are extracted; a second count number calculation step in which the count number for the previous full year corresponding to the count number for the current full year is extracted for each keyword; and a user evaluation index calculation step in which the count number for the current year and the count number for the previous year are compared for each keyword and, if the count number for the current year is greater than the count number for the previous year, the user evaluation index for the current year is reduced to less than the user evaluation index for the previous year by a prescribed number of points and, if the count number for the current year is less than the count number for the previous year, the user evaluation index for the current year is increased to greater than the user evaluation index for the previous year by a prescribed number of points, and the user evaluation index for the current year is calculated.
