Provided are a vehicle control system, and the like, suitable for using vehicle control map data having a purpose different from that of route retrieval map data to carry out vehicle control of a moving body in a part or the entirety of a route retrieved using the route retrieval map data. In the present invention, a navigation device 3 retrieves a route using route retrieval map data. A determination unit 27 of a control device 5 uses a table storage unit 23 table to specify a section on the route for which there is vehicle control map data, and a vehicle control unit 31 uses the vehicle control map data for vehicle control. The table storage unit 23 manages an intersection area including an intersection polygon indicating an intersection shape in the vehicle control map data. The determination unit 27 matches position information for a node on the route with the intersection area. Because position information is used, processing linking route retrieval and vehicle control can be carried out without special modification of various map data.
