A vehicle towing apparatus for a vehicle, and a vehicle. The vehicle towing apparatus comprises a front end part (6) and a rear end part (7) connected to the front end part (6). The front end part (6) is provided on a rear floor (4) and a rear floor transverse beam (5), such that an external force received by the front end part (6) is dispersed on the rear floor transverse beam (5). The rear end part (7) comprises a connection base (71) and a vehicle towing hook (72) connected to the connection base (71) and extending toward the outside of a vehicle, the connection base (71) being disposed on a rear anti-collision beam (3), such that an external force received by the rear end part (7) is transferred to longitudinal beams (1) by means of the rear anti-collision beam (3) and energy absorber boxes (2). The vehicle towing apparatus retains the original rear anti-collision beam (3) and energy absorber boxes (2) of a vehicle, such that during a low-speed collision, the rear anti-collision beam (3) and the energy absorber boxes (2) can still absorb collision energy by means of deformation; in addition, the overall weight is greatly reduced, and one-man mounting and operation can be implemented.
