Abstract:
According to the present invention, a detection result transmitting unit 93 transmits, to a video management device 80, a detected eye-line state and a user's authentication result. A transmission mode selection unit 81 selects a transmission mode of video content according to the received eye-line state and the authentication result. The transmission mode selection unit 81 selects a transmission mode in which the video content is transmitted to restrict a data amount, when a user is authenticated and the eye-line state indicates that the user does not view the video content displayed on a user terminal 90. A video content transmission unit 82 transmits, to the user terminal 90, the video content according to the selected transmission mode.
