This virtual-machine control device is provided with a generating means for generating an operability constraint for virtual machines that are to be arranged, on the basis of a virtual-machine name list describing virtual machines to be arranged and a host-machine name list describing host machines for which a virtual machine can be arranged, and a determining means for determining an arrangement of virtual machines to be arranged, on the basis of a constraint including the generated operability constraint, the host-machine name including location information of the host machine, and the virtual-machine name including component information for configuring an application service.
