A warehouse management apparatus according to the present invention is for managing a freezing warehouse provided with: a cooling warehouse for cooling goods; a carrying in/out place where a vehicle is stopped for carrying in/out goods to/from the vehicle; a preparation chamber in which preparation is made for carrying in/out goods to/from the vehicle and which is disposed between the cooling warehouse and the carrying in/out place. The warehouse management apparatus is at least provided with: a management-side communication device that receives a signal including data related to traffic information and data related to a traveling position of a vehicle which is to arrive at the freezing warehouse; and a management-side control device having an arrival time prediction unit that predicts a vehicle arrival time on the basis of the data related to the traveling position of a vehicle and the data related to traffic information, and an air-conditioning cooling/heating device control unit that controls air-conditioning cooling/heating devices disposed in the preparation chamber such that, by the arrival time, the temperature in the preparation chamber reaches a target temperature having been set.
