The present invention is provided with: a route acquisition unit (210) which acquires movement route information indicating a movement route of a vehicle; an event acquisition unit (120) which acquires event information indicating events associated with the movement route; a state acquisition unit (160) which acquires state information indicating travel states of the vehicle; notification-determination-condition information (180) indicating whether a notification of a warning related to a hazardous event is to be issued in cases when each of a plurality of travel states is present; and a determination unit (170) which, on the basis of the notification-determination-condition information (180) and the travel states acquired by the state acquisition unit (160), determines whether notification of the warning is to be issued.
