Abstract:
PROBLEM TO BE SOLVED: To speedily settle a congestion state and to improve the throughput of a communication network by continuing a restricted state until a cell flow rate measurement value from a cell generation source becomes less than a threshold and it becomes a flow rate which is set when one cell generation source is in the restricted state. SOLUTION: A cell buffer 5, a cell flow rate measurement part 1, and a congestion notice part 4 including a congestion detection part 2 and a congestion control part 3 are provided. The congestion detection part 2 detects congestion in accordance with the cell flow rate obtained by the cell flow rate measurement part 1. The congestion control part 3 decides the start/removal of restriction, and the congestion notice part 4 informs the communication terminal of the cell generation source of a restriction rate R by using an RM cell flowing in a direction opposite to a congested direction. The congestion control part 3 continues the restricted state until the cell flow rate measurement part value from the cell generation source becomes less than the threshold and it becomes to the flow rte which is set.
