PROBLEM TO BE SOLVED: To automatically generate a shell description of mask data and test data generation in a ROM order-receiving process by processing a file which contains definitions of device environment and a file wherein inputted data are recorded on the basis of a file wherein a process for outputting desired information is described and outputting information matching with the device environment. SOLUTION: It is judged whether or not there is a flow corresponding to a product and when there is the corresponding flow, specification by simple rule description is performed. When there is no corresponding flow, on the other hand, shell description wherein an arbitrary application is combined is performed and written to a rule description file 12. On the side of an information automatic generating function means 14, the rule description file 12 is read in and it is decided whether or not there is the shell description; when there is not the shell description part, the shell description of the corresponding flow is automatically generated according to a rule description and written as a shell description of mask data and tester data generation to a shell file 15.
