PURPOSE: To automatically extract a representative picture in moving picture. CONSTITUTION: Digital picture data in moving picture is taken in. A luminance counting part for every area 200 counts picture elements with high luminance in respective areas when the screen of the respective frames of the moving picture is divided into plural areas. An edge counting part for every area 300 counts the number of edges in the respective areas. A caption judgement part 400 judges the area where the number of the picture elements and the number of the edges are more than a threshold as the area with the caption and judges that the caption exist in the picture of the frame when the number of the areas where the caption exist is projected in the direction of the rows and that of columns and the maximum value of the area where the caption exist at the time of projecting in the direction of rows or the maximum value of the number of the areas where the caption exist at the time of projecting in the direction of the columns is more than the threshold. A representative picture generation part 500 reduces the picture of the frame which is judged to contain the caption, sets it to be the representative picture and arranges and displays the plural reduced representative pictures on a display device. It can be judged whether the caption exist or not on the general pictures where the display modes of the caption are arbitrary. Thus, the necessary representative picture can be extracted even if the change of the picture itself is less and only the caption change.
