PROBLEM TO BE SOLVED: To provide a specific communication service to a specific user exclusively while ensuring communication quality and security suitable for the specific communication service on an ATM network. SOLUTION: A service board corresponding to each community is provided to internet servers 3051, 3052 in an ATM communication network, each service board executes the Q.2931M protocol controlling request of setting of an ATM connection corresponding to a community in the ATM network to a setup function 3060 of a network 302 and executes the message processing protocol for routing processing to transfer a message according to protocols different from each community transferfed via the ATM connection set as a result of the request according to the Q.2931M protocol to the ATM connection set as a request of the request according to the Q.2931M protocol.
