To provide a battery pack system of small size and light weight, as well as a charger suitable for it.
A charger 15 of a battery pack system 10 equipped with: a battery pack consisting of a plurality of unit cells comprises a charging part 16 that charges the battery pack in the battery pack system 10; voltage regulating parts 40a-40n which regulate a voltage of the unit cell; and a control unit 20 which is connected to the voltage regulating parts 40a-40n for controlling the voltage regulating parts 40a-40n. The control unit 20 commands the voltage regulating parts 40a-40n to set a preset constant value, otherwise to set a value obtained by dividing the output voltage of the charger 15 by the number of unit cells constituting the battery pack.
