To provide a program distribution system and a program distribution method that improve working efficiency related to a change in startup restriction information, and restrain communication costs related to the distribution of a program.

When the startup restriction information of a connection file stored at a storage section 23 by an ATM2 is changed and a program body does not change at all, a center 1 distributes only the startup restriction information composed of text data, and does not distribute any program bodies composed of binary data, thus efficiently performing work to a change in the startup restriction information without accompanying work for recompiling the program body. Additionally, when the program body changes, the connection file where the startup restriction information composed of text data and the program body composed of binary data are connected is distributed to the ATM 2 when the program body is new, thus restraining an increase in communication costs.
