A setting information input part 11 inputs MIB (Message Information Base), etc. from the network device 20, and extracts setting information. A setting information analysis part 12 converts it to 1st configuration information 131 which does not depend on the device, and stores it in a configuration information storage 13. A redundancy design part 14 copies the 1st configuration information 131, and creates 2nd configuration information 132 so that IP addresses, machine names, etc. do not overlap with each other. The redundancy design unit 14 performs the setting of the 1st configuration information 131, the 2nd configuration information 132, and device information so that they are formed into redundancy configurations. A setting information creation part 15 converts them to a configuration file unique to the network device 20, and a setting information output part 16 outputs the configuration file to the original network device 20 and a newly added network device 20.
