To provide a portable telephone capable of reducing wasteful power consumption.

An L 1/MAC 131 uses a CTCH for receiving an SMS-CB message and it measures a ratio capable of properly receiving with the CTCH. An RLC 132 detects a head block of the SMS-CB message and it informs only the head block to a BMC 133. When the BMC 133 receives the head block received from the RLC 132, it judges the necessity of the SMS-CB message including the block. An RRC 134 can analyze which block is to be received by monitoring reception quality of the L 1/MAC 131. It judges which block of the CTCH is to be received on the basis of system information to be transmitted from a base station, and controls the L 1/MAC 131 and the RLC 132 on the basis of the result.
