To evade communication impossibility in call connection by the signal cross of a communication path layer with a call connection layer concerning the call connection in SIP communication using a TCP.
When a communication path for exchanging a call connection request is terminated by the relation of the resource of a call connection request relay device 1300, a new call connection request is transmitted from a call connection request device 1100 and the signal cross occurs between the communication path layer and the call connection layer. Even in this case, a new communication path required for transmitting response information is established so as to transmit the response information to the call connection request device. Accordingly, communication impossibility in the call connection is evaded concerning the call connection request relay device 1300 in a call connection relay system 1000. In this case, when a new call connection request reception detecting means 1360 detects a new call connection request signal, a new response information determining means 1370 determines whether the new call connection request is required or not and a new response information transmitting means 1370 establishes the communication path for transmitting new response information.
