The encryption key generation system comprises a discrimination means for discriminating whether an encryption key is generated for the first time or for the second time or more, a first encryption key generation means which requests the inputs of a keyword and a password and uses the keyword and the password to generate the encryption key when it is discriminated by the discrimination means that the encryption key is generated for the first time, a storage means for storing the keyword and the encryption key in a storage area, and a second encryption key generation means which requests the input of the password when it is discriminated by the discrimination means that the encryption key is generated for the second time or more, and generates the encryption key on the basis of the password and the keyword stored in the storage area.
