To construct a system for periodically accumulating image-voice information on a local site while preventing the increase of a communication band to a base station, and enabling an operator in the base station to acquire the information when necessary without breaking the information security of the local site.
This security system is provided with a means (a storage server) installed in an ISP (Internal Service Provider) institution to record sensor signals, images, voice, and the like of a local site and to retrieve and distribute under specified conditions; a means (a management server) installed in a base station to distribute transmission transferred from the storage means, to operators in the base station; a means for detecting trouble in equipment in the local site, the storage server, the management server, and on a communication line; and a means for switching the communication line with the communication trouble detected by the aforementioned means, as a trigger.
