A control unit UN has a control part UN1 supervising and executing control of the operation level of a lighting device LN, and an instruction information storage part UN3 storing an instruction information from an adjacent control unit UM. The control part UN1 has a human body detection judging part UN11 judging whether a human body detection sensor is outputting a human body detection signal or not, a first control level instruction part UN12 transmitting an instruction signal instructing an operation at a first operation control level LVL1 to a front side control unit out of the lighting device IN and the adjacent control unit UM when the human body detection signal is judged to be outputted, and a control level selection part UN13 selecting an operation control level with maximum consumption energy of the instruction information stored in the instruction information storage part UM3 and transmitting the above instruction information instructing an operation at the operation control level when the human body detection signal is judged not outputted.
