To provide a data converter which corrects a bit deviation resulting from a data lack and a format conversion, and to provide a method for correcting data and its program.

The data converter includes a transmission side MGW which counts the number of transmissions of an AAL1 cell which complemented all payloads with fill bit for delay when the delay of AAL2 cell data is generated in the UTRAN of the transmission side. When the number of the transmissions of the AAL1 cell which complemented all the payloads with the fill bit is odd, the data bit of the AAL2 cell data at a receiving time is shifted relatively by 4Bits in a range of 1oct as compared with the time of the transmission. In order to rectify this 4Bit shift, the transmission side MGW 4Bit inserts the fill bit to the head of the data bit of the initially received AAL2 cell data, processes to convert to the AAL1 cell data, and sends out to a Core Network side.
