To carry out flexible routing control on the basis of a service control request while performing processing in units of flows.
Upon the receipt of processing function information applied to a flow from a routing controller (S4) during communication on the basis of a connection request (S2) including a flow identifier, a flow processing controller selects a processing server apparatus candidate having the processing function (S5) and informs a transfer apparatus close to the candidate (S6). The routing controller calculates a path length via each transfer apparatus, decides the processing server apparatus and the transfer apparatus the path length of which is shortest (S7), informs the decided transfer apparatus about the flow identifier, a transceiving address, and the information of the decided processing server apparatus (S8), and gives an intercept instruction of the flow to the transfer apparatus (S8). The routing controller instructs the processing server apparatus to carry out processing in response to the flow identifier (S10). Thereafter the transfer apparatus intercepts a particular flow from transmission terminal equipment (S12), and the processing server apparatus applies processing to the particular flow (S14).
