In an aerobic atmosphere in the nitrification tank 14, ammonia nitrogen-containing liquid is brought into contact with AL bacterium immobilizing carriers 16 on which the AL bacterium is dominantly bred, so that the ammonia nitrogen-containing liquid is nitrified, the AL bacterium being detected after the culture of 8 weeks in an ammonium sulfate solution of low concentration of 100 mg/L, and at the same time, the ratio of nitrile nitrogen concentration/ammonia nitrogen concentration in the nitrification tank 14 is controlled in the range of 2-10.
