To provide a color image processing apparatus and a color image processing program, capable of efficiently apply binary processing to a color image and surely processing, even for color images having low quality.

A plurality of areas are set to a received color image, pixel values corresponding to characters and pixel values corresponding to a background are extracted from the central area, and pixel values corresponding to the characters and pixel values corresponding to the background of peripheral areas are extracted on the basis of the extracted pixel values, corresponding to the characters and pixel values corresponding to the background. Then a character-corresponding component value and a background-corresponding component value of each line are calculated, on the basis of the extracted corresponding pixel values and a binary threshold is calculated, on the basis of the calculated character-corresponding component value and background-corresponding component value. Thus, binary processing is carried out on the basis of the obtained binary threshold, and a binarized image is obtained.
