To highly precisely retrieve a region similar to a specific template from an image to be retrieved even when the region is deformed.
A template working means 3 prepares a plurality of sub-templates with a plurality of position coordinates to be selected from the template as respective reference points. A retrieval control means 8 arranges the reference points of the sub-templates at the respective position coordinates of the image to be retrieved, and calculates the matching degree of the sub-templates and the image to be retrieved. A score voting means 11 calculates a positional relation between points pertinent to the reference points of the sub-templates and the reference points of the corresponding template on the basis of the estimated coordinate conversion parameter, and adds the matching degree to the scores of the reference points of the corresponding template for each coordinate transformation parameter to obtain a total sum value. A peak searching means 13 specifies the coordinate transformation parameter maximizing the total sum value for each of the position coordinates of the image to be searched, and calculates the maximum value, and searches the position of the reference point of the template maximizing the value.
