An edge strength calculation section 100 and an edge determination section 101 detect whether each pixel of input pixels is an edge, and a luminance basis edge frequency calculation section 102 generates an edge histogram by adding up the number of edges by luminance. On the other hand, a luminance histogram calculation section 103 generates a luminance histogram by accumulating the number of edges by luminance, a luminance basis edge density calculation section 104 calculates an edge density by luminance with dividing the number of edges by the number of pixels by luminance using the edge and luminance histograms, a luminance conversion LUT generation section 105 generates a luminance conversion table by normalizing an accumulation curve of the edge density with adapting an output width of the luminance, and a luminance conversion section 106 performs luminance conversion using the luminance conversion table.
